No Nodelocked VN option when registering license on Windows 2000

When running Windows 2000, the Nodelocked (VN) registration option is no longer available due to Vista Compatibility requirements for X-Win32 8.2 and later.

Version 8.1 will be able to register Nodelocked Licenses on Windows 2000 Operating Systems.
